The processor starts to throttle or slow down when it reaches and passes 90c. Your processor shouldn't reach 90c with your AIO Liquid CPU Cooler. Something is making your processor run at almost to the point overheating. I have a 5800X with PBO enabled (5GHz boost) and a NH-D14 cooler with 2x NF-A12X25 fans instead of the stock fans. My idle temps are 35-40°C and gaming temps are 50-65°C (depending on the game).
